Março de 2005

O "Open Access Scientific Publishing Committee of the Finnish Ministry of Education" apresenta um relatório de 38 páginas, que o Ministro da Educação assume como orientação para a sua política, no qual recomenda o Acesso Livre ao Conhecimento. Entre as principais recomendações salientam-se:

“Instituições de ensino superior e centros de investigação, individualmente ou conjuntamente, deverão criar repositórios institucionais nos quais os investigadores possam depositar as suas publicações para serem disponibilizadas em acesso livre na Internet.

Os investigadores deverão ser encorajados a depositar cópias das suas publicações nestes repositórios institucionais de forma a aumentar os seus conteúdos.”


Março de 2005

Igualmente, no mês de Março, as quatro maiores instituições de investigação francesas – INRA , CNRS , INRIA e Inserm – anunciam a implementação de uma política comum para a criação de repositórios institucionais e para a disseminação das suas produções intelectuais em acesso livre e o Laboratório Europeu de Física de Partículas (CERN) regista e implementa uma Política de Open Access:

“The recommendation from the Berlin 3 meeting, held in Southampton in March 2005, on how the Berlin Declaration should be put in place is fully in line with the CERN policy that was actually presented at the same meeting:

1. Implement a policy to require their researchers to deposit a copy of all their published articles in an open access repository.

2. Encourage their researchers to publish their research articles in open access journals where a suitable journal exists and provide the support to enable that to happen .”


Junho de 2005

O Russell Group , em representação de 19 das mais importantes universidades do Reino Unido, que recebem cerca de 60% dos fundos de investigação atribuídos no país, apresentou uma declaração a apoiar o Open Access . Entre os principais pontos desta declaração destaca-se:

"Russell Group institutions support the development of institutional repositories of research papers, and will actively encourage their researchers to deposit their work in them."


Junho de 2005

O Research Councils do Reino Unido ( RCUK ) apresentou o draft da sua política de Open Access para um período de discussão pública. A aprovação desta política terá impacto em todas as universidades públicas do Reino Unido. Nesse documento, os oito institutos de investigação sob a alçada do RCUK propõem a obrigatoriedade de depositar em repositórios de acesso livre os resultados que emanam das investigações que financiam, logo que possível. Nas suas propostas essenciais destacam-se:

“A requirement for all grants awarded from 1 October 2005 that, subject to copyright and licensing arrangements, a copy of any resultant published journal articles or conference proceedings should be deposited in an appropriate e-print repository (either institutional or subject-based) wherever such a repository is available to the award-holder. Deposit should take place at the earliest opportunity, wherever possible at or around the time of publication.

Research Councils will also encourage, but not formally oblige, award-holders to deposit articles arising from grants awarded before 1 October 2005.”



Outubro de 2005

Entrada em vigor da política de Open Access (open-access mandate) do Wellcome Trust , no dia 1 de Outubro de 2005 , com impacto nas investigações que financia. O Welcome Trust é um dos principais financiadores de investigação biomédica no Reino Unido.

“Expects authors of research papers to maximise the opportunities to make their results available for free and, where possible, to retain their copyright.

Will provide grantholders with additional funding to cover the costs of page processing charges levied by publishers who support the open access model.

Requires electronic copies of any research papers that have been accepted for publication in a peer-reviewed journal, and are supported in whole or in part by Wellcome Trust funding, to be deposited into PubMed Central (or UK PubMed Central once established). Note that this requirement applies only to all grants awarded after 1 October 2005 , and from 1 October 2006 to all grants regardless of award date.

Affirms the principle that it is the intrinsic merit of the work, and not the title of the journal in which an author's work is published, that should be considered in making funding decisions and awarding grants.


Janeiro de 2006

A 30 de Janeiro de 2006, a DFG (German Research Foundation) anuncia uma recomendação no sentido de os resultados de investigação que financia ficarem disponíveis em Acesso Livre .

“The DFG expects the research results funded by it to be published and to be made available, where possible, digitally and on the internet via open access. To achieve this, the contributions involved should either be published in discipline-specific or institutional electronic archives (repositories), or directly in referenced or recognised open access journals, in addition to conventional publishing.”


Fevereiro de 2006

A 5 de Fevereiro de 2006 é apresentado no Senado dos Estado Unidos o Federal Research Public Access Act of 2006. O FRPAA propõe que todas as organizações/instituições (incluindo o NIH, NSF, NASA, EPA,…) financiadas publicamente instituam politicas de Open Access , que exijam o depósito das publicações em repositórios e limitem eventuais períodos de embargo a um máximo de 6 meses.

“FRPAA will mandate OA and limit embargoes to six months. Unlike CURES, it will not be limited to medical research and will not mandate deposit in a central repository. It will apply to all federal funding agencies above a certain size --including the NIH, NSF, NASA, EPA, and eight Cabinet-level Departments. It instructs each agency to develop its own policy, under certain guidelines laid down in the bill. Some of those agencies might choose to launch central repositories but others might choose to mandate deposit (for example) in the author's institutional repository. But all must insure OA "as soon as practicable, but not later than 6 months after publication in peer-reviewed journals".”


Fevereiro de 2006

A 7 de fevereiro organizações científicas suíças concordaram em permitir o acesso livre aos seus resultados científicos e subscrevem a Declaração de Berlim.

Swiss scientific organisations have agreed to allow open access to their research information for all interested parties, free of charge.

The joint signing of the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities will help break down barriers for accessing scientific Knowledge.

A União Europeia publica um estudo, Study on the economic and technical evolution of the scientific publication markets in Europe, sobre as condições de acesso e difusão das publicações científicas.

"RECOMMENDATION A1. GUARANTEE PUBLIC ACCESS TO PUBLICLY-FUNDED RESEARCH RESULTS SHORTLY AFTER PUBLICATION. Research funding agencies have a central role in determining researchers' publishing practices. Following the lead of the NIH and other institutions, they should promote and support the archiving of publications in open repositories, after a (possibly domain-specific) time period to be discussed with publishers. This archiving could become a condition for funding. The following actions could be taken at the European level: (i) Establish a European policy mandating published articles arising from EC-funded research to be available after a given time period in open access archives, and (ii) Explore with Member States and with European research and academic associations whether and how such policies and open repositories could be implemented. ".


Abril de 2006

Iniciativa para promover o OA na Finlândia, financiada pelo Ministério da Educação. O projecto chamado OA-JES, é coordenado pelo Finnish Open Access Working Group, FinnOA e tem a participação das Universidades de Helsinki, a Biblioteca Nacional e da Federação de Sociedades Científicas Finlandesas (TSV).

Posteriormente, a 22 de Maio, em representação as 21 universidades finlandesas, o Conselho de Reitores das universidades, subscreveu a Declaração de Berlim.


Maio de 2006

A Suécia iniciou uma iniciativa nacional OA , cujo objectivo é promover a acessibilidade e a visibilidade de os trabalhos produzidos por investigadores, professores e estudantes das universidades suecas. O programa de 2 anos (6 milhões SEK/ano) será gerido por um comité com a participação de universidades e bibliotecas universitárias, centros de investigação e pela Biblioteca Nacional.


Maio de 2006

O Bundesrat alemão, aprovou uma recomendação (Entwurf eines Zweiten Gesetzes zur Regelung des Urheberrechts in der Informationsgesellschaft ) para a reforma do Urheberrecht (a lei de copyright alemã) que apoia o OA.

Support OA in particular by giving authors the right to make their articles available online, even if they have granted exclusive rights to the publisher, if the following requirements are met:

        - only after expiration of 6-months since first publication
        - research predominantly based on public (tax payer) money
        - only publications in periodicals
        - non-commercial purpose of post-print-publication
        - author is obliged to use his final version of the article

The provision would be mandatory and is not subject to any contrary agreement.



Junho de 2006

European University Association (EUA) cria grupo de trabalho sobre o Open Access.

In response to the growing interest in the issue of Open Access to Research Publications, a meeting was held 29 June to bring together EUA Council Members who had expressed a strong interest in the subject to discuss future actions. The meeting aimed to review the involvement of National Rectors' Conferences in current developments on the issue and to consider what complementary role and actions EUA could take at European level to ensure universities' interests are represented in the ongoing debate.
